Navigate to the BIG-IP System manager >> System >> Preferences. Set "System Settings:" to "Advanced". Verify "Maximum HTTP Connections To Configuration Utility" is set to the organization-defined number of concurrent sessions. If neither of these configurations is present, this is a finding.
